Finland, Norway, Sweden and Portugal withdrew from the contest as they were dissatisfied that four countries had been declared winners the previous year. A tie rule was put in place to ensure that there would be only one winner in future contests.

Amsterdam was chosen as host for the year’s event by the drawing of lots.
